GRANT APPLICATION REVIEW PROCESS

The purpose of ESRI grants shall be to further an understanding of the mechanism(s) of environmental intolerances, through research into the causes of environmental intolerances and/or the communication of research results about environmental intolerances.

Receipt of Grant Applications or Requests for other Information, or other Submissions

All requests for grant applications or for additional information, or any other submission regarding ESRI or its "Grants Program" (hereinafter "submission"), shall be recorded, when received, in a permanent log that shall include:

1. an accession number for the submission, providing for the cataloging of all information received in the order, in which it was received,

2. the manner of receipt (telephone, e-mail, regular mail, or other),

3. the name of the individual requesting or providing information,

4. the complete address of the individual, including affiliation,

5. the date and time the submission was received,

6. the nature of the submission,

7. the number of pages in the submission, and,

8. space for recording the action taken on the submission and the date for such.

Each page of the submission shall be numbered with the accession number of the submission. One copy of the submission shall be placed in a permanent file. The permanent copy of the submission shall be kept for a period of three (1) year following the date that final action was taken upon it.

Action on Submissions

Following receipt and recording of a submission, a copy of it shall be forwarded to the Chairman of the ESRI Board, who will consider its appropriate disposition.

The Chairman, at his or her discretion, may appoint an individual to address routine requests for additional information. In such case the Chairman will make known the limitations on the discretion of the person appointed and will gain concurrence from the Board.

The Chairman shall make a quarterly report to the Board on the disposition of all submissions. Submissions that are applications for ESRI Grants shall be examined to assure that they comply with all the requirements of the announcement to which they are responding. If they do not, they will be returned to the sender with a letter explaining the deficiencies. If they do, they will be sent to the ESRI Scientific Advisory Panel (hereinafter "Panel") with the next compilation of applications for evaluation and comment.

Review of Grant Applications

All grant applications that comply with the requirements of the announcement to which they are responding shall be sent to the Scientific Advisory Panel for evaluation and comment.

The Panel, shall review all grant applications in conformance with the current "Grant Application" requirements and scoring values. Subject to approval by the ESRI Board, the Panel may modify existing procedures, or develop new procedures, for evaluation of grant applications.

The substance of discussions during the review of grant applications shall be kept by the Chairman or by a person provided by the Board as a secretary to the Panel. No attribution of specific views to any Panel member shall be communicated to the public.

The outcome of all evaluations shall be communicated to the Board, by the Chairman of the Panel, in writing, within 30 days of action by the Panel, and orally, at the next meeting of the Board.

Disposition of Grant Applications

The disposition of all grant applications shall be at the sole discretion of the Board. The Chairman of the Panel shall lead a discussion at the Board on the merits of each grant application. In instances where the members of the Panel cannot reach consensus on a particular grant application, the Chairman of the Panel shall provide a synopsis of the questions raised regarding the application and the discussions that took place at the Panel meeting. Following the discussion of all applications, they will be ranked in order of priority for funding. The decision to fund or not to fund shall be at the sole discretion of the Board.

Communication of Status of the ESRI Grants Program

The disposition of each grant application that is funded shall be communicated first to the Principal Investigator, and then the application and the funding provided shall be publicly available. No information as to the disposition of any individual grant application that is not chosen for funding shall be communicated to any persons other than the Principal Investigator.

General information as to the number of requests received, and the number of requests accepted, shall be made available to the public, on request. Information as to the total dollar value of all grants funded shall be made available to the public, on request.

Disposition of Awards

The Principle Investigator and sponsored projects office for approved applications shall be notified in writing prior to the public announcement of the grant award. Awards are restricted grants awarded to the Principle Investigator(s) and shall be used for the purposes outlined and budgeted in the approved application. ESRI shall require documentation of favorable review by either the animal or human subjects institutional review boards, as appropriate.

Suspension or Termination of the Grants Program

The ESRI Grants Program may be suspended or terminated at any time at the sole discretion of the Board.
